ABSTRACT

This paper narrates and analyzes the movement of virtual occupation-training produced by a research group that focuses on art, childhood and teacher education and that, in the pandemic context, asked: Would it be possible to weave sensitivities encounters during social distancing, in virtuality? Betting on "yes," on the group's Facebook page, an action was created that, in dialogue with art, proposed daily publications-invitations to feel-think-do. The organization of the proposals required the exercise of curatorship, understood as an action of selecting and organizing the form and content of the publication, which implies researching repertoires and theories, as well as defining criteria for the choices. The access to publications was mainly given by teachers of Early Childhood Education, who interacted on the page allowing themselves to be provoked in the ways of looking and revealed these movements in the narratives shared. The path experienced indicated not only the pertinence but also the urgency to carry out training, reinventing times and spaces, welcoming challenges and uncertainties.

ABSTRACT

In the middle of the Amazon, the Oyapock River separates the French Collectivity of Guiana and the Brazilian state of Amapa. Link between two shores separated by distinct sovereignties but subject to a common isolation within their respective groups, the Oyapock, a river waterway essential to local traffic, saw its role as a political and economic barrier throughout the 20th century. reinforced by the will to reappropriate States. At the same time, institutional cooperation agreements formalized its role as an interface while seeking to limit migratory flows. Decisions taken at the national level attempt to impose a filtering barrier function that the health crisis of 2020-2021 brought, even temporarily, to its peak to the detriment of local solidarity.

ABSTRACT

Objective: This article aims to analyze the consent of people with intellectual disabilities to authorize treatments and experimental medical procedures against COVID-19. Methodology: Based on the current pandemic context faced by Brazil and several other countries, we have verified the ways in which people with disabilities can authorize these treatments, especially people who are subject to curatorial care. To achieve this goal, we discussed the need for consent of people without disabilities to experimental medical treatments and procedures. Afterwards, we analyzed the powers of the curator in view of the current legislation and, especially, the changes brought by the Statute of the Person with Disabilities (Act nº 13.146 / 2015). In this regard, we address the limitations imposed on the curator, insofar as the legal system restricts his decision-making to the merely commercial or patrimonial acts of the person who are subject to curatorial care, expressly stating that other acts of civil life, including those relating to his health, must be taken by the person with disabilities himself. Results: We concluded that the consent for experimental treatments for people with intellectual disabilities must be given by the patient himself, and should not be considered the curator's will. For people submitted to the supported decision-making institute, it is possible for supporters to assist the person with disabilities in terms of the best treatment, with the exception that the decision remains an exclusive act of the patient. Finally, we conclude that the only possibility for the curator to intervene in deciding the treatment to be chosen is restricted to cases in which the patient can not express his own will. Contributions: The study aims to contribute to the evolution of discussions on the autonomy of people with intellectual disabilities, especially in view of the growing number of medical interventions related to COVID-19. © 2021, Centro Universitário Curitiba - UNICURITIBA. ABSTRACT

Introduction: In December 2019, China was plagued by coronavirus disease (COVID-19), a disease caused by the new coronavirus, SARV-CoV-2. Due to the high contagion power, the World Health Organization declared a Public Health Emergency of International Importance on January 30, 2020. In March of the same year, more than 100 countries had registered cases of the new disease;thus, due to geographical spread, the World Health Organization declared COVID-19 pandemic. Objective: To evaluate the adherence of public teaching hospitals to a Contingency Plan Model for Human Infection by the New Coronavirus published by the central management of a public company. Method: Descriptive-analytical study, using the model developed and published as a guiding document for adapting the contingency plan of each of the hospitals in the study Results: After two evaluations of the plans, 36 (94.7%) hospitals showed compliance greater than 70.0%, with four (10.5%) of them showing 100% compliance with the model. Hospitals' average adherence to the model increased from 82.3% in the first evaluation, to 91.3% in the second evaluation, a percentage increase equal to 11.0%. All hospitals in the study maintained or increased their adherence percentages. Conclusions: The research demonstrated the potential of the model to guide institutions in preparing their plans. Considering the positive results of this experience and the historical scarcity of hospital beds, especially those with ventilatory support, it is recommended that Brazilian health authorities can invest time and resources in the preparation of guiding documents that assist managers in reorganizing hospitals and response in crisis situations.

ABSTRACT

Introduction: The resumption of activities during the COVID-19 pandemic has been a topic of discussion in different countries so that it does not affect the continuity of assistance to urgencies and emergencies currently underway. Objective: To describe strategies for resuming elective activities in a network of public teaching hospitals in Brazil during the COVID-19 pandemic. Method: This is a descriptive study in the form of an experience report that includes a hospital health surveillance process carried out based on observation and discussion from a network perspective. Results: The guide for resuming elective activities was structured into four topics, the second topic being divided into 11 others to detail the recommendations to be followed. The strategies and actions presented in this guide were categorized into project management stages to better visualize the path to be taken: organization, planning, implementation and monitoring. The material was published in September 2020 by the network's central administration and is being implemented by hospitals. Conclusions: The experience report can help other organizations to define strategies for the safe resumption of their activities.

ABSTRACT

This article studied the judicialization lawsuits related to the pandemic of the new coronavirus, within the scope of Administrative Law. The cases that reached the Brazilian Federal Supreme Court (FSC), available at the "Painel de Acoes COVID-19", were analyzed, as well as a sample of the cases that reached the state courts, obtained through journalistic reports, consolidated on the "Consultor Juridico" website. Descriptive analysis and content analysis techniques were used, in the thematic mode, for both sources of information. The following variables were analyzed: procedural classes groups, procedural classes, main subject, notification date, time until the first decision, decisions, decisions groups, and total of cases archived remotely. Near 34% of the actions referred to the flexibilization or tightening of free movement, restrictive measures on and the opening of commerce and services, and another 34% referred to budgeting issues, mainly dealing with the suspension of state debts and untying resources to combat the pandemic. The median time until the first decision made by the FSC was less than five days for all categories. The judicialization of COVID-19 pointed out already known flaws in public health and social policies in Brazil, and it can encourage a lot of actions, both by the Legislative and the Executive, to mitigate these problems. This article demonstrates the importance of observing the responses brought by the judicialization, and of the dialogue between the three powers, to deal with the demands of the pandemic better and with several other demands of society.
